Each season, a regent can set aside a set amount of regency to combat the effects of rival, enemy, or potential enemy regents by burning up an amount of regency to combat certain actions.
Generally, this regency is collected into what is called the Counter-Pool, with the amount of regency per targeted action listed. For example:
The Imperial Senate wishes to counter-act Espionage in their territories. On this particular season, they expend 15 Regency and list it as:
Counter-Espionage: 15 RP
Slotting regency to a Counter is a free action, and can be slotted for pretty much any action imaginable. The only requirement is that you have a holding in the areas you wish to affect.
For those characters who wish to be very specific, you can set priority spots for the regency to be spent in. Another example:
The Imperial Senate wants to counter Espionage specifically in Alas Tirith. Using the above slotted Counter-Pool, IS provinces have a total of three Espionage checks made, one in Raegen, one in Cressen, and one in Alas Tirith. Normally the 15 RP is divided up into 5,5, and 5. In this event, the DM pages IS to inform him to re-tally how much he wants to counter in Alas Tirith out of the 15, not stating how many provinces are targeted by Espionage. IS picks to slot 11 to Alas Tirith, leaving 4 to be evenly spread now to all others. (The DM then spreads 2 RP to oppose the Espionage in Raegen and Cressen, and 11 to the Espionage in Alas Tirith)
