There's been some talk around the Rule Province action with my beta-player, and he and I have been hammering out various test-runs.
Effective Season 3, Year 10, the Rule Province Action now works like this until further notice, as I believe the best results have arisen:
When a Regent wishes to increase his or her Province level, Court or Standard Actions must be taken with the Build Action, and a number of Gold Bars be "built" up equal to the Dice Check that would normally be required to Rule Province. After this has been done, the check is then made without any roll being required.
Example:
Jack wants to increase Province A from Level 4 to Level 5. In order to do this, he must now take a number of Build Actions that accumulate 15 GB constructed before he can make the check (that still costs him 5 GB as per standard rules). He simply no longer makes the dice check to see if it works.
Reasoning for this:
I have been trying to slow down the expansionism of the game to be more moderate compared to other campaigns (and make it a little easier for me to upkeep so many NPCs). At first, I tried the check requirement for Rule Province, but I was finding it was too unbalanced and often created far more stress than needed. This system is fair for everyone across the board, in my opinion, and will slow down the rate of Province Explosion that has been happening mostly on Andora.
